My System services, specifically security services has started burning through my cellular data on iOS 14.4.1 and now 14.4.2. Please, what can I do to stop it?

Got the exact same issue. Seems that Security services is gobbling insane about of data. I've captured the data being sent over the cell network (everything is secured using TLS 1.2 or 1.3) but end up on the 17.0.0.0/8 subnet. So it's data sent back and forth with Apple owned Services, and cannot be controlled by the user (or it's background tasks that is doing this).
Because of the secure nature of the network traffic, it's hard to guesswork what it being used and the logs don't seem to give any insights. However, one thing is for sure, it's something tied to the AppleID. One thing worth mentioning, this network traffic is also happening on Wi-Fi but since most Wi-Fi access are unlimited or with high caps, it's not noticeable. But turning off data and only using Wi-Fi showed the same odd traffic pattern. The fact it's happening on cell network is just more observable.
I've logged out of my AppleID on my device, restarted it (shutdown and cold boot) and there is no further traffic (or very little)
Opened up a case and entered a bug report on the dev website, but so far, very little seems to be known about this right now. I'm somehow happy to see I'm not insane and not the only one having issues like this, and moreover happening on various carriers (even more intriguing)
Would be nice to see if those affected are using family sharing feature or not.
So far no improvement for me even with ios 14.6.
I just called support to get some up tl date info as i did not hear from them since almost a month.

How did you made a complaint via the EU online dispute resolution service, without an e-mail address from Apple Ireland???
Also, this issue persisted going from my previous iPhone X to my new iPhone 13 Pro.
I too have fallen foul of this issue.

As of a few days ago my data usage went through the roof. I suddenly used my full mont's data allowance of 20GB in 2 days. I complained to my network provider, O2, who told me that despite my sudden usage looking out of line with any of my historical usage, as far as they were concerned, I had used all my data and there was nothing they could do about it apart from sell me another data package. I added another 12GB of data at cost to me, and again within 24 hours the complete data allowance was depleted. Yesterday I explored the setting on my phone and turned on 'Low Data Mode', I turned off 'Wi-Fi' assist and Mobile Data sync for iCloud.
Another data top-up of 12GB (the biggest they do) was applied, and within 8 hours 100% of my mobile data had been consumed. In this time I had barely touched my phone.

This data is being entirely consumed by System Services > Security Services.
Like others, I use secure notes. I have done for years. A few days ago I tried to add an image to a score note, but whatever I tried it wouldn't add the image.
Like others have mentioned, I therefore believe the theory of a corrupt Keychain Item / Secure Note is the culprit.
Now the issue is working out how to discover exactly where this data corruption is and how to fix it.
Furthermore, surely iOS overriding the settings I've applied – [1] Low Data Mode [2] iCloud Mobile Data usage disabled [3] WiFi assists disabled – breaches all terms of service Apple need to adhere to?
In 3 days I have over 4 times the normal data usage I use in a month at a cost of 4 times my normal monthly charge. My phone is now rendered useless if I leave the house as I have no data to use. I can't simply keep buying data bolt-ons every few hours just to keep connected.
Also, like others have reported due to the phone seemingly being constantly active, the battery drain is phenomenal - without me actively using the phone it goes from fully charged to dead in less than half a day. Normally it would last 2 days on a full charge with limited usage.
Surely Apple need to:
1] Acknowledge this issue
2] Come up with a fix
3] Reimburse customers for their excessive data usage which goes against the explicitly configured settings customers have set on their devices which has resulted in a loss of services and excessive charges
