Migration Assistant stalled with about 20 GB of Applications remaining to transfer.
Moving all data from a 2015 iMac running OS Mojave to a 2018 Mac Mini running OS Catalina.
Computers connected via an Apple TB2 to TB3 connector.
What could cause this?

It sounds as though Migration Assistant has paused, or moving slower than expected when transferring content from your old to new Mac. The transfer can take some time depending on the amount of information being transfer, and the connection being used. It would be recommended to allow the transfer to complete.
Move your content to a new Mac
If it doesn't complete it would be recommended to contact Apple for the best support. You can find their contact details via the Get Support website.

Two days later the UPS on the iMac had a battery shutdown which may have been dodgy during the transfer. Plan to retry when UPS battery is replaced and only move a few of the Apps this time.

I'm sorry, what is a TB2, TB3connector connected to? In other words, what kind of cable is being used? It should be a USB cable.
The TB2-TB3 Apple connector provides a much faster connection than the USB cable could. It worked for most of the transfer of several hundred GB's.
