Photos on Mac

Running macOS BigSur 11.2.3 over WiFi.

The Photos app does not sync from my phone or iCloud to my Mac. This has been an ongoing issue from Mojave to Catalina through Big Sur. Last update on my Mac shows 3/11 even though iCloud and my phone are synced. Eventually, in a week or so everything will be uploaded to Photos.

It's annoying as any change made on the mac or phone doesn't sync.

All settings on phone and mac are where they are supposed to be.

OK - I know you said all settings are as they should be, but let's check.

First - is your library stored on your Mac internal drive, or an external drive?

Does the storage location have plenty of free space?

If external. is it formatted APFS, or MacOS extended (journalled)?

What is your internet connection speed like?

Are you using any VPN?

In photos, settings, general tab - is the "use as system photo library" greyed out as shown. Are your other settings as shown?

In the iCloud tab also, as shown?

Where are you seeing the message "Last update on my Mac shows 3/11 "? Are you seeing it as the "Date Modified" of the Photos Library? This date is rarely updated. What matters is is the status bar in Photos. You will see it, if you click "Library" in the Photos Sidebar, then the "Days" or "All Photos" tab. Below "All Photos" you will be seeing the state of the iCloud sync. Does it show "updated just now" or "Uploading ... items" or "Downloading ... items"?

For example, for me the status bar is showing this:

If the status should be showing "Uploading ... items", you will have to wait for the current upload to finish, before Photos for Mac can download the newer items from iCloud. The library on your Mac needs to be fully in sync with iCloud, before Photos can determine, which of the photos currently in iCloud are new and need downloading. If there are items listed as "Unable to upload" or "On this Mac only"; you have to find them and remove or replace them. They can make the upload hang.

Typically, Photos will start a new, complete upload into iCloud Photos, after the Photos Library has been repaired or rebuild after a system upgrade or a crash.

The status bar in photos shows the following message. I am not referring to the modified date.

There are new photos on iCloud and on my phone that have not been synced to the Mac. Nothing is listed as "unable to upload" or "on this mac only" I understand how Photos works, my problem is that is not working as it should.
