I can see my notes on my other devices, but on this device they note visible. The account settings on this device does not include notes...how can that be? Is it possible for an IT dept to block notes from another account?

The solution is add the account as an exchange not an outlook account. This solution is described in a Microsoft support group answer to the same problem. Pretty silly solution (because it is an outlook account, not an exchange account)...but it works!

Could you please confirm if your device is currently up to date? This will help with checking: Update your iPhone, iPad, or iPod touch
If so, could you please go to Settings > [your name] > iCloud, and let us know if you see Notes listed in there?
