My iphone xs is not turning on cz fall into water tub , just the apple logo blinking, any suggestion guys.

Put it in a bag of rice quick and start drying it out. I honestly don't know how effective this is, but regardless it worked for me on an old iPhone I had.
Let it dry for a day before trying to charge it.
It can reduce the humidity which will aid in the drying out but not by much, setting it in a cabinet for 4 - 5 days will do just as well, silica gel packets might cut a day off. But the issue is contacts will corrode prior to the phone drying, oddly enough rinsing it with distilled water immediately then drying it works better. And it depends on what is termed "modern" technology. I just really hate rice dust.
A waste of the rice. Don't do it.
A proper desiccant is OK.
Rice is an old wife's tail which really does nothing.
Actually in the old days prior to smart phones it worked as a poor man's desiccant if you didn't have new silica gel packets but you had to deal with the rice dust and it wasn't that much quicker.
I suppose in the "old day" there were loads of things which don't quite apply to modern technology. Rice, as we know won't dry out the internals of an electronic device, so it's a waste of time.
