Thank you for providing that information. If the mail account has notifications set to "Fetch New Data Automatically" this behavior would be expected. This setting would have your device fetch new data in the background only when your device is charging and connected to Wi-Fi.
Check out the "Check Mail Fetch and Notification settings" section of this link for more information: If you can't receive email on your iPhone, iPad, or iPod touch
In this case, we'd recommend setting your accounts to fetch new data on a schedule, or set it to push if it's available.

The IOS and the aps are all up to date.
The apps are Mail and Outlook for IOS.
I have checked and checked my settings and they are set like they are supposed to. I did change the setting on Mail from push to fetch and I do get the notifications on lock screen but they stop when I change it back to push. Unless I have it plugged in charging. Then the notifications work for both apps.

First, we'd recommend making sure that your device is updated to the latest version of iOS (14.4.2). Update your iPhone, iPad, or iPod touch
After updating your device, be sure that each of your app updates are installed as well. How to manually update apps on your Apple device
If you continue to experience issues, let us know which apps appear to be affected, and which type of notifications you're not receiving (ex. Lock screen, Notification Center, Banners).
Also, check out the "If you don't see notifications for a specific app" section of Use notifications on your iPhone, iPad, and iPod touch to ensure that notifications settings for each of the impacted apps are set correctly.
