Why won’t my phone let me send imessages or FaceTime?

I can go into iMessages and “send” a message but right away it tells me “failed delivery” and “on my other connected devices (same iCloud account) it won’t even let me sign in. In settings the toggle is faded and I can’t change it. I factory reset my iPhone but that did not help. What is the problem? Thanks
