Can't change resolution on second monitor

I have a low end Acer monitor set up as a second monitor and I want to change the resolution. When I go to system preferences>displays>display and then click on scaled (or when I hold option and click on scaled) the resolution options only modify the primary build in display. How, or can, I modify the resolution of the Acer secondary monitor?Second monitor resolution

I'm running Mojave 10.14.6.

Thank you

Click the Option key, and detect displays. You may need to make sure the second monitor is being used to extend the display.

It should have its own system preference window that pops up on it.

Note, if you are only connected via VGA, resolutions are very limited. Using Displayport or HDMI is far preferable.

DisplayConfigX and SwitchResX are third party software that offer much more flexibility in resolutions.
