Can I use my iPhone to restore my icloud email address book in my PC? Both my icloud email along with its address book disappeared when I had a new hard drive installed--I was able to reinstall my icloud email account but no luck with its address book.

We'd like to help provide some information for your contacts from iCloud. A backup restore does "not include information already stored in iCloud such as Contacts, Calendars, Bookmarks, Notes, Reminders, Voice Memos, Messages in iCloud, iCloud Photos, and shared photos." You can find those details here: What does iCloud back up?
If you sign into the iCloud website, if you have the Contacts appear here, you can export them following the guidance here: Export a contact as a vCard on iCloud.com. The information shared would be the only options for retrieving contacts from iCloud. If you need additional assistance with this, you'll want to reach out to Apple Support.
