Can I remove the hard drive from my iMac 7.1

A 2007 iMac would need the original system install/restore disks to wipe and reformat the old drive, assuming the drive still works.

Theoretically, yes, but the take-apart can be daunting.
See this video regarding the 24-inch iMac7,1 model (you didn't include the screen size but the issues for the 20-inch 7,1 are similar).
Do you need to remove the drive before recycling, or are you trying to upgrade the drive to something faster/bigger? If the latter and the computer will be reused, then consulting a professional provider is not a bad idea.
I need to wipe the hard drive for recycle or remove it. I tried rebooting while holding down the 4 keys but it won't work.
