how do i wake my ipad mini A1490? it will not come on the screen is dark

If iPad isn’t responding, do one of the following:

• On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
• On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

Does this mean that I need a new battery.? My iPad comes on and says 100% charged then won’t go on later shows a battery icon on the screen with just a small amount of red meaning it needs to be charged...but won’t go on after it’s been charging for many hrs. Then might go on hrs later then same thing over and over...

I have a BIG iPad (A4) size, which has had an empty battery... now it won't start up again. Last night I had the black screen with a battery with a red line... today after charging all night and half of today... NOTHING .... HELP PLEASE.
