Free iCloud email

I’m trying to create a free iCloud email and then Apple ID. I follow the process through but keep getting the following message ‘Could Not Create Account - Your account cannot be created at this time’.

I keep getting this message every time I try over the last few weeks.

Any advice is appreciated.
