I am trying to remove a card and I am having issues

Why am I having issues removing a credit card on file

If you have an active subscription, for example on Apple TV + or extra storage space on iCloud, then you must unsubscribe first.


To find your active subscriptions, go to:

Settings -> Apple ID (Your Name) -> Subscriptions.

Inside you can cancel your subscriptions. Afterwards, you can delete your associated credit card.
