Hello,
I'm trying to log in to podcastsconnect.apple.com, but when I enter the ID, password and verify the login via SMS, I'm prompted to enter the ID again and so on. I've tried Windows 10 and Windows 7, two different computers, Edge, Chome and Opera, and it's always the same. Can anyone advise me?

You're the second perspon to report this. Evidently there is a problem at Apple's end and I can only suggest reporting it either (or both) to https://getsupport.apple.com or/and Podcasts Support: go to https://itunespartner.apple.com/en/podcasts/overview and click the 'Contact Us' link at the bottom of the page.
I have been having this problem for a long while - not getting any support. Mine is doing the exact same thing and if you try too many times it locks the verification system for hours. I tried on every possible system, desktop, Phone, Iphone. Nothing. I was chatting with a support persona and no help. Still doing the same thing. Not able to get help is super frustrating. I hope someone can help with this soon, not sure
Just spent hours on the phone with the same issue and no one has a idea of even who to contact. Talked to a supervisor for a long time and he was frustrated as well as apple dont even have a contact for this issue. I am having a issue as well.
This is not working either. I select contact us and it goes right back to the home page.
