I have imported my GoPro footage into Photos, then from Photos dragging them into iMovies for the first on my 2020 Macbook. However now iMovie only treats the movie clips as still photos, so they wont play or edit?

Rather than dragging the videos into iMovie, have you tried accessing the videos via the Photos item in the iMovie media sidebar? That's the recommended way of doing it.
