Restoring a new iphone from an icloud backup

I upgraded from a iphone 8 + to a iphone 12 pro max. The 8+ had a recent back-up to icloud. When restoring, 2 weeks later, it has not completed the restore. I have restarted the phone multiple times, it is connected to WiFi, and still, not completing the restore. There seems to be no way to monitor what is happening, no way to see the hangup, no way to see what is occurring or what is not occuring... The phone has apps and is working, but what is going on with the restore?

Well, unless that backup is corrupted, I don't see any good reason why it cannot be restored.

Is the 8+ still in your hands? have you tried a quick start or a migration using these instructions? :--> Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support
