Can I bring my iPad that I bought new on line to apple store to get started working

... but if you can't get it working yourself, you can call Apple for help (there are phone numbers on the Apple web site, you can start here https://support.apple.com ). You can also bring the new device to an Apple Store, they will help you, of course you need to find an Apple Store that is open, some are open now, some are still closed.
