My Iphone X fell from height last night. The screen was shattered. The shops told me it cannot be repaired. But I need to access all what I have written in the Notes
Unfortunately when I bought a new Iphone 12 Pro I am not able to retrieve all notes that I have written except for a few which is less than 10 percent of the total notes inside there

Hi - I guess the 10% you have back are notes you had synced with iCloud, and that those you don't have back were not synced.
If so, all you can do is restore them from a backup to your new phone.
If you don't have a backup, then you have probably lost them - unless you can find someone who can repair it.
