I cannot Signout account apple ID because error uncheck photos app

I met error when i click signout account apple ID the same image below:

next i click open photos then show image below:

Please help me how to log out account on my macbook?

Try going to Photos/Preferences/iCloud, turn on the iCloud Photo Library by checking the box, and select Download Originals to this Mac. The photos sync is extremely slow. It could take several days or more for the photos to sync.

Or you can click Cancel and then turn off iCloud photos syncing in System Preferences/Apple ID.
