Why Accounts Become Disabled:

When your iTunes Account has been disabled, and that often happens due to suspicious activity --- Perhaps nothing on your part. They disable it for no more than Security & Privacy concerns.

Possible Reasons Could Include:

  • Too many unsuccessful login attempts
  • VPN (Virtual Private Network) usage
  • Consistent transactions
  • Session Times Out
  • Disobeying Terms & Conditions

So...

To Re-Enable it:

As you might suspect, no one here would know the reason for this occurrence, of course. So, contact Apple Support. They’ll know why this occurred and will run you right through the fix.

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

In Depth Thoughts:

  • Did you Contact Apple Support?

To re-enable your Apple Account, you need to contact Apple Support.

  • Perform Some Screensharing:

Ask the Apple Rep for performing screensharing seasons so they can see this locked account, and card issues, upfront and firsthand from your perspective.

A. Screenshare your iPhone's Camera: Screenshare your iPhone with the Camera App Enabled to Easily Converse Over-the-Phone with Apple Support - User Tips

B. Screenshare your Mac's Camera:  Screensharing MacOS FaceTime to Easily Converse Over-the-Phone with Apple Support - User Tips

  • Use a Computer:

Are you using a mobile device (i.e. iPhone) to perform this? If so, then use a computer to do so, as it would be more user friendly doing so.

  • Are you Moving to Another Country?:

If you are moving into a different country, then you need to ask Apple Support to zero-out your balance. Once zeroed-out, all should be able to be modified. Another option to do is to use what is in there, and then pay the rest of it off with the method of payment (which won't apparently work, because a card is not going through. So, ask Apple Support to zero-out your balance. But, if that does not apply, and all you want to do is add a new card, then see the below info.

  • Add/Remove Card:

If you want to use a new card, then what you need to do is add the new card, and then remove the current one. If it is not going through, then contact your Financial Institution (i.e. bank) who assigns you this card, and let them know that all is okay to be proceeded with. Perhaps you bank is seeing adding this card as being seen as a scam, though this may not be the case.
