Safari not available after downgrade from Big Sur to Catalina

I made the monumental mistake of upgrading my MackBookPro to Big Sure. After several weeks of not being able to properly open/upload or save/download files, I had to reinstall Catalina from my Time Machine backup. Now when I try to open Safari, I get an error message saying the Safari version is not compatible with the OS. Why was the proper version of Safari not installed when I downgraded from Big Sur to Catalina? I can no longer use Safari because it didn't get downgraded to a version that works with Catalina.

MacBook Pro 15″, macOS 10.15

Reinstall your macOS:

Then reinstall the macOS, backing up first. Sometimes things just don’t go as they should.


Why a Reinstall:

If you reinstall the macOS, nothing would be deleted. All intended, original files and Apps that came on your macOS would be reinstalled (which include the Bluetooth). It’s all about keeping your system files intact.

Yes, I have checked. I don't know how an update would help, though, since the version of Safari I have is now higher than the version of the OS since I downgraded. That's the whole point. During the downgrade from Big Sur to Catalina, apparently Safari doesn't get downgraded. I can't see what version of Safari I have because I can't even open it. I just get a message saying it is not "You have macOS 10.15.7. The application requires macOS 11.2 or later".
