Have you though of the possibility of;
If not the above, it defiantly sounds hardware related. Here is what I would do;
In the end, issues happen. It can sometimes take multiple calls or appointments. Especially with Macs, and even more especially with the Mac mini and Mac Pro line, since more third party hardware is being used, i.e. the display.

the following is not a static image It goes for 1:13 and upon shut down it recovered 3 days ago I had to do the a full shut down and it was two different monitors, there are other glitches but its early today and I don't want to spend more hours on the issues I beginning to feel that I have paid Apple for the privilege of talking to apple support as I am close to six hours on working on the unresolved issues not including the many time that I have done internet recoveries on this Mac mini.

it is a intel Mac mini HDMI monitor sync master p2770, dell e2311h dvi 1080p with a HDMI to dvi-d adapter, conditions have occurred on both monitor, on the dell it was on the login screen on the sync master while trying to do a screen capture.
Try a different HDMI to DVI adapter...
or a USB-C to HDMI adapter and a HDMI to DVI adapter.
Personally I just picked up the same Intel Mac Mini and run dual Samsung DVI monitors using the above adapter set up.
This is a new Intel or Silicone Mac Mini model?

In order to get a solution, you'll need to go through it again. Call AppleCare and get a Senior (Tier 2) Advisor.
