Can’t open Safari and some Apps, download pictures and sent voice on my iPhone

I can’t open safari and some apps on my phone because iam doing format for my network but in this time i can sent massages on whatsaap but I can’t download pictures and sent voice what i can to do please help i need using safari

Remove any add-on security apps, add-on anti-malware apps, add-on VPN client apps, add-on ad-blocking extension apps, and try again.
