mouse won't work on mac book pro 2019 until logged in from user id password

When I log into my Mac Book Pro 16 inch laptop, I have to log in with my icon (track pad) before my magic mouse is recognized. Is there a fix for it?

Disappearing cursor in OS Ventura 13.1 Cursor disappears on a new (December 2, 2022) MBP with M2 chip running Ventura 13 and then 13.1 upgrade. Especially frequent when MacMail client is open, but also with MS Word application open. What is the cause and are there known fixes?
