Stuck on “Downloading messages from iCloud”

Just purchased the iPhone 12 Pro, upgraded from iPhone XS max. Have been trying to get my messages synced on this new 12 pro for the last 4 days. Have chatted with Apple support twice for several hours and was on the phone with a senior rep for an hour and a half and had him go through my iPad, MacBook Pro, and iPhone 12 Pro to ensure everything was supposed to be where it was at for the messages to sync. I have had my phone plugged in and connected to WiFi for 36 hours+ and iMessages will not finish syncing- stuck on a gray bar that comes and goes labeled “Downloading messages from iCloud.”

Am desperate to find a solution- have searched the web and all have tried all other troubleshooting methods I could find to solve the problem, with no avail. Please help. Thank you
