I cloud storage upgrade

hi, I am living in Uganda. i bought my apple products from Japan, but I failed to upgrade my apple cloud storage plan because I can`t change my location because the minimum balance on iTunes(50yen) which is to low .. I cant spend it ... please advise

Changing region to update cloud storage I need to add family share to increase cloud storage however I moved and changed region and need to change that first; however I cannot as there is a balance of 0.30cents on my cloud account which cannot purchase anything and needs to be at 0$ balance. Add more fund and buy something useful or learn what to do if your remaining store credit is less than the cost of a single item.
