On macOS 11.2 you do it in the System Preferences > AppleID (In the top row of the System Preferences).

Click AppleID, then "iCloud" in the sidebar,
set the checkmark for iCloud Drive in the right pane.
Click "Options" to select the apps you want to access iCloud Drive.

Then bring the Finder forward by clicking the empty Desktop and go to the main menu bar "Finder > Preferences". In the Finder Preferences click the tab "Sidebar" and add iCloud Drive to the Finder sidebar, so you can see it in the Finder.
