Despite allowing Siri when locked, I’m still unable to check messages, read texts, etc.
I have tried turning off the setting, restarting my phone and re-enabling the setting - but it still doesn’t work. What else can I do?

In addition to Gena_D’s suggestions, is your phone managed by a business or school using Mobile Device Management (MDM), or do you have an email account from a business/school? If you do your phone can have a security profile that might restrict Hey Siri and other features of the phone to comply with corporate security policies.
SuesRomeo, thanks for answering those questions. From what you are describing, your iPhone is set up properly and Siri is working as expected. When your iPhone is locked and you ask Siri to read a new message you've received, one of two things will occur:

Does your iPhone currently have a passcode or Face ID set up, or are there no security features in place? If not, please set one of those up and let us know if Siri's behavior changes. Also, do you happen to have any other iPhones that you could test this behavior on?

I am using Siri on the speakerphone of my iPhone XR.
It responds to me just fine, saying, "please unlock your iPhone first"
When unlocked, I never have problems with Siri.
I didn't have any trouble prior to the update before this very last one.
I don't know what else to try.
My phone is just my personal device and have nothing to do with any organization.
Siri will set a timer on speakerphone while locked - it doesn’t read new text messages for the last month or so (2 upgrades ago).
prior to that, everything worked perfectly.
It is option #2 that I am getting.
I completely disagree that is normal because 2 updates ago Apple added the feature “Access Siri reading messages when locked”
This I know because all of a sudden, Siri stopped reading messages and when I researched it, I was pointed toward this setting to enable Siri when locked.
Then it worked again until now when all of a sudden - despite the setting set to allow Siri when locked - it doesn’t work again.
I have both Face recognition and a passcode set up on my phone. This is my only iphone. I have an iPad Pro but I didn’t set up Siri on it as it’s only used for specific purposes.
