Software updates

How is it possible I cannot do software updates off of my iPhone hotspot but connect to a android wifi hotspot and I can?

You can't give your phone hotspot (Wifi connection) from your phone to your phone. You could give a hotspot connection to someone else's device. And that is what happened. Someone gave you Wifi from their phone, which makes total sense and permitted you to do the iOS update. In essence you weren't connected to Wifi via your phone. And being connected to a Wifi network is required to do an iOS update.
