It's very odd ! My iPhone (XS MAX) sometimes rings when receiving a call from numbers not in my contacts list, even though I have it in silent mode ! It's not all the time and NOT from same number... Is there a fix ?? Why is this happening ??

The blunt instrument is Settings, Phone, Silence unknown callers.
Calls from people not in your contacts will be sent to voicemail. If you get a lot of calls from new clients then this is unsuitable too.
Do not disturb can take care of quiet times.

The only fix I know about is Settings, General, Reset, Reset all settings.
However this will keep you entertained for a couple of hours putting your wanted settings back.

Thanks. I'd seen this configuration before but didn't wanted to give it a try before... But I will do now as this malfunction is annoying !! Will see ahead which cause me more "discomfort"... :-(
