The item "Require password ... after sleep or screen saver begins" is locked and disabled. It does not work even after putting the administrator password to open the padlock. This is m1 mac using big sur.

I already tried this and it does not resolve the issue.
I can't unlock settings in System Preferences: privacy and security.
