In app purchases with apple balance for family sharing

If i am a family organizer will my apple balance be used for in app purchases? because the article says that "some" purchases will require a payment method. do in app purchases require this? or is it specific to the app?

Child’s purchases in family sharing i have gift card loaded on my Apple ID. When I make App Store purchases from my account it charges to the apple balance but when my children on family sharing makes purchases it gets billed to the credit card on my account. I tried searching for this and it says everywhere that apple balance should be charged before charging the card.
