Custom Keyboard Shortcut not working in Safari
Running Mac OS Catalina on an M1 MacBook Air.
I've reversed the New Tab and New Window shortcuts for years now (see Screenshot 1) because it feels more natural for me. My old 2015 MacBook is running High Sierra and the exact same settings are set in that computer, everything works fine. In fact, my M1 Air was booted with a Time Machine backup from that 2015 Pro.
My issue is both Command+N and Command+T open a new window in Safari despite the settings I have set. When I click File -> New Tab it opens a new tab, and the shortcut listed is correct based on my settings (see Screenshot 2). Yet, when I input the shortcut for New Tab, I still get a New Window instead!
When I delete the setting for New Tab so that only New Window has an input shortcut on Command+T, pressing Command+N does nothing, pressing Command+T successfully opens a new window.
The custom shortcuts work in Google Chrome.
Any help would be appreciated!
UPDATE: Things get weirder, when I have Safari in full screen view, the commands all work as they should. When it is in normal view, both Command+N and Command+T open a new window.
