How to move files and settings from one laptop to a new one?

I back up using Time Machine and WD Passport. I have an old High Sierra MacBook Pro late 2013 and want to install everything (files and settings) onto a new MacBook Air 13" 2017. How do I do that?

It shows this is from my old MacBook Pro 15" and that is incorrect. It is from MacBook Pro late 2013.

Migration Assistant, or better yet Setup Assistant bonn 1st boot of the new Mac. have the TM drive plugged into the new Mac.
