I want most apps charged to my default card but 1 app to be charged to a different payment method. How can I do this?

Not easily and both involve hassle.
One way would be to set up a different Apple ID for purchases on that card and switch back and forth when needing to use it.
The other would be to enter both payment methods in your Apple ID payment options and change which one is the primary payment method. However, to ensure payments were actually charged to the card you would have to make sure you didn't have any Apple ID balance in your account. After that the payment method used just rolls down the list so make sure the card you want used is at the top.
