update page / only copyright text on white page
I've tried to delete all the preferences and cache related to App Store but nothing has changed.
the update page has only some black text.

I had the same problem on a 2017 MacBook Pro 13", macOS 10.13. I fixed it by upgrading my macOS. I was able to upgrade to the latest OS, Big Sur. I found this article helpful for figuring out what's the latest OS you can upgrade to: https://www.uvm.edu/it/kb/article/outdated-macos-and-how-to-upgrade/
You can upgrade without using the Update tab. Instead, find the OS you want to upgrade to directly in the App Store (online or in the app).

I tried to install high Sierra again . issue hast fixed. I installed os mojave
Broken CSS on their side as someone suggested me...
All I can suggest if you haven't done so already is to send a Feedback message.
Same for everyone using 10.13.6 or less.
I've called telephone apple support. They asked me to boot in safe mode and then told me to install again os from recovery menu.
do you think it is a waste of time to install os again ?
Yes, it's a change at Apple, & I doubt they're going to fix it for 10.13.6 or less.
I’ve tried a Keychain reset on my CCC clone (as suggested on an old 2015 post referencing Mavericks with the same bug) but no go...
All we have remaining is to leave feedback at Apple like @dialabrain suggested.

it is clear for os but for the app updates ?
That I don't know. There may not be any further app updates in the App Store that will run in High Sierra.
I have to use a full functional update page for third party apps.
I think it is an issue to be fixed by apple.
