Thanks for using Apple Support Communities. It appears that your iPhone is frozen in Settings and also that your data is no longer uploading to your new iPhone. You'll want to restart your device If your iPhone, iPad, or iPod touch won't turn on or is frozen.
As far as transferring your data, are you restoring your iPhone from iCloud or from iTunes using your computer? If using iCloud, you'll want to be sure that you remain connected to a known good Wi-Fi source as the upload will pause and won't resume until you have a good connection to Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch.
