my iPhone 11 Pro won't start up again. it shows a Mac book with a cable pointing toward the Mac with writing above saying "support.apple.com/iphone/restore" but my Mac won't pick up that I have plugged my iPhone in. what do I do?

My iPhone won't start. When I try start my iPhone, the apple sign flashes. When I force restart my iPhone it still flashes. After a while of repeatedly trying to start my iPhone, a screen pops up saying "support.apple.com/iphone/restore" which I have tried but my Mac won't pick up that I have connected my iPhone. what do I try next?
