Exposure Notifications battery drain

I noticed my battery life was a bit short, after fully charging last night I put the phone into aircraft mode. This morning the phone was almost flat and showing 98% use was the Exposure Notifications App.

I have an iPhone 7 running the latest iOS 14.4.2, why is this happening?
