I bought an iPhone 11 from a police auction and I have the receipt and proof of purchase and Apple won't remove activation lock. I was going to try and contact the owner then realized it doesn't give me the persons full email and also that the person might be a criminal so is there anything I can do to remove activation lock? I've tried to have Apple do it through activation lock support help please

Without the Apple ID and Password of the original owner, you will never be able to use the device. We can't help and as you've already found out, Apple will not help without the original receipt clearly showing the serial number. Activation Lock is a theft prevention feature and cannot be by-passed. You can recycle it at any Apple Store.
