In previous versions I was able to exclude the ~/Library folder from finder search. I appear to be unable to do this within Big Sur. Has anyone been successful with this or know a workaround to this "unknown error" I receive when trying to add this folder? I would like to hide all the Outlook files from populating in my search.

Have you tried restarting and trying again?
Short of Mail and Messages, I've never seen Spotlight return results from any Library.
Those can be turned off in the privacy tab.
That would also prevent searching iCloud Drive.
Yes I have tried restarting. I have Microsoft outlook which creates a folder in the containers folder that is returning in my spotlight results.
Remove ~/Library folder from spotlight in Big Sur
