Big Sur - Force Empty Trash

Hi. I downloaded Mojave on my macbook pro 2019 to install on another mac. Now I can't delete it. I've tried the cleanmymac program, restart, safe start, terminal sudo rm -R. I've even wiped the mac and reinstalled the system but the time machine backup put it back on. Any ideas. It's 5.5 gigs in my trash that I can't delete. It says "it is in use" but it isn't.

MacBook Pro 13″, macOS 11.2

You need to disable SIP by booting into Recovery Mode. Disable SIP by running csrutil disable into the Terminal. Restart. Delete the file. Boot back into Recovery Mode, Re-enable SIP by typing csrutil enable into the Terminal. Restart.
