The "utility folder" in applications was deleted. How do I reinstall it with "terminal"

If you deleted the entire Utilities folder you can either:

1. Recover it from your Time Machine or clone backup
2. Lacking either of those, you must re-install macOS Big Sur.

Time to make the user account read-only too. 🙃

It takes a significant effort to do that.
