Java error after big sur update

I am not a Mac user, this is my first. I upgraded to Big Sur and now I can't access Oracle using Java. We use E Business Suites and it worked fine. Now when I try to get into Oracle, I get the message Java Application launched failed. Unrecognized file type: /Users/dibrown/Downloads/frmservlet. I've been googling for literally 4 hours trying to fix this and I can't find anything that works. I've already uninstalled and reinstalled Java... I have JRE and JDK, which I should not need. Please help!! I use Oracle everyday... I can't TELL you how much I wish I had never upgraded to Big Sur.
