iOS 14 “user content”

According to the Apple developer site linked below, the definition of “user content” collected by apps includes user’s photos, videos, messages, etc. I have not been able to find a definitive answer to this, but if apps that state they collect “user content” under “Data Not Linked To You,” does that mean they literally collect - i.e., upload - user photos, videos, messages, etc? Thanks.

App Deleting i have downloaded one app from App Store. Then I uninstalled as it is not as expected. Now I am worried about if that app is still tracking my personal data or left any files behind in my iPhone. Apps which are downloaded from App Store, is it safe? After deleting it do I want to worry about it?
