All devices syncing to one iCloud account and mirroring each other.

I would like my desktop and laptop to sync to one iCloud account so that when I work on either the screens look exactly the same and I can work from one device and finish on the other seamlessly. I want the two to be exactly the same, like Notes and Contacts works. I can't seem to do this and I don't know what I'm doing wrong. If I click on iCloud from my desktop, it does not give me all the files from my laptop, and vice versa. Any help please? All suggestions would be appreciated. My computers are fairly new (within the last two years).

Not all files sync to iCloud. You can do Desktop and Documents, but files stored in other places do not sync.
