Wireless Diagnostics will not close or quit

Having a problem getting the wireless diagnostics to shut down. It will not close and I cannot force it to quit. When I try to force quit, a window pops up saying to wait until it completes before quitting. When I click ok, the window shows creating a diagnostic report, which never happens and it will not continue or start over.
