My phone won't ring when the phone is locked, but rings OK when unlocked.

OK, it' s fixed: I leave DND on, but schedule it; then it rings when locked if not in the scheduled range.
Have you checked that you have Do Not Disturb enabled?
Open the Control Center by swiping up from the bottom. Find the "Moon" icon, if it is active (purple color) then turn it off. Do Not Disturb can be set to reject calls only when the phone is locked.

In settings.DoNoDisturb, DND itself is not enabled, but under SILENCE, 'While iPhone is locked' is ticked, and I cannot untick it? Could this be a problem?

No that's not the problem. If Do Not Disturb is disabled, it does not matter that "While iPhone is locked" is checked.
Try rebooting your phone and see if it makes a difference.
