MacBook Pro Documents folder not syncing with iCloud

I already had a MacBook Pro 2013 model and now purchased MacBook Pro M1 202 model. The documents folder on my new MacBook Pro M1 is not syncing with iCloud. I tried System Preferences --> Apple ID --> unchecked and checked iCloud --> Options --> unchecked Desktop & Documents Folders --> clicked on Turnoff on the popup --> check back the Desktop & Documents Folders --> Restarted the MacBook. But still no luck. I also tried logging out of iCloud and logging back in and restarting but still no luck. What am I missing get this working?

Thank you for using the Apple Support Communities. iCloud Drive is a great function. It sounds like your documents are not syncing between your two Mac computers, and we'll be glad to see how we can help. You've done some excellent troubleshooting so far.

To verify a few points, when you say the new MacBook Pro M1 is not syncing, what do you see exactly? Are the contents missing entirely, or are you finding that changes made to documents from the M1 Mac don't sync back to your other device?

Do you see all of your documents on the iCloud website? Knowing this would help in narrowing the issue down.

If you see your documents there but they still don't appear on your Mac, try booting the Mac up into safe mode to rule out a few possible software causes. How does it look in safe mode? This link has the steps: How to use safe mode on your Mac. After testing, you can click Apple menu () > Restart to get back to normal mode.
