Handoff without Safari?

Is there a way to use Handoff functionality but exclude Safari? When it's turned on, it keeps opening tabs that I am viewing on my iPad on my Mac, without being asked, which is irritating. But the only option I see is to switch off Handoff altogether?

(also, this relates to iPad Air 4th gen, but it wasn't in the devices list under the post)

Handoff is one element of Apple’s Continuity features. Enabling Handoff is a binary choice - it is either enabled or disabled.
